What O5 role are you applying for, and why (give the specific O5 number):
O5-4 "The Oligarch"
-My wish to become a Council member has arisen from my time in the Ethics Committee, while I find work in the Committee
extremely rewarding, I want to take a more active role within the community by becoming an Overseer.
In addition to the reasons stated above, I've got to know a few of our current Overseers during my time as a member of the Committee
and wish to work closer with them.

What makes you the best candidate for the O5 Council?:
Expertise
My experience is certainly my best quality. I have spent around two months in my role as Ethics Committee member, with
an addition of having been Clearance-4 within Internal Affairs for a duration of two months.
Combining all of them, I am equipped to deal with any situation that I may encounter as a Council Member.
As I am an extremely adaptable person, I will have no issues regarding my transferring process from Ethics to O5.

What are the responsibilities of the O5 Council in RP?:
The Overseer Council has several duties it adheres to, in RP they represent the secretive governing body of
the Secure. Contain. Protect - Foundation.
They Oversee operations, departments and administrative personnel, whilst also acting as Role-Play leaders, they are responsible for broader decision making and determine who is fit or unfit to perform a certain task.
Furthermore, Council Members have command over Alpha-1 "Red Right Hand", benefitting from their great capabilities to enforce any order the Council may give.
Other than that, they may jointly decide with the Ethics Committee if a situation is dire enough to warrant activation of the Alpha Warhead stationed at any containment facility.

Please give some lore about your O5 character and what storylines they would be involved in:
Thorgrim von Baeyer was born in a rural area around Berlin on the ██/██/1970 into a family of rich industrialists who made their money
with selling ammunition in all types of war theatres.
For most of his school career he was an average student, until he discovered his passion for economic systems, especially for the
differences between the Federal Republic of Germany and the German Democratic Republic.
Having graduated from school, he went into required military training, planning on studying economy after his military-term has ended.
Arriving in the military, he makes his first encounter with the SCP Foundation unknowingly.
As 2 weeks of his training passed, on a regular 4km march, his squad encountered an anomaly, as he sensed the danger they were situated in,
he ordered his fellow soldiers to pull back into the safety of their training facility.
Thorgrim was later questioned together with his comrades by members of the BND (Bundes-Nachrichten-Dienst) which were employed
by the Foundation's Intelligence Department. After this suit questioning, every subject involved was later amnesticized.
As soon as his training was over, he reached out to several universities in order to study economics,
in which he got accepted for one a few months later.
In 1992, Thorgrim von Baeyer finally held an economics degree within his hands, he set his eyes east, noticing the chances he had in the
newly independent Russian Federation.
As many of the state-owned resources were now being sold for cheap prices, Thorgrim went to his father Adolf and asked for a reasonable
amount of money, stating that he would double that in a few years.
Thorgrim von Baeyer quickly accumulated wealth by buying gas & oil reserves within the Federation, later selling it to worldwide buyers for triple the amount it had cost him.As he achieved that, he later paid back the money his father gave him and lived in luxury within London, England up until ██/██/2000.
By the local residents, he was mainly known as Mr.Baeyer.. and as someone who had quite the keen eye for artifacts.The artifact he had acquired recently was known to him as a strange hourglass, but to the foundation it was known as SCP-292,which was stolen from Site-██.It had fetched a hefty sum, but nothing Mr.Baeyer couldn't pay, and so he added it to his collection.
After a year of searching, the SCP's Intelligence Department finally found the lost SCP, preparing a small detachment of Agents who were tasked
to retrieve the SCP in utmost secrecy. This mission was later proven to be life-changing to the future O5-4.
The security team of Thorgrim von Baeyer was successful in stopping the raid on his mansion, and captured two Agents.
After weeks of interrogations, the Agents finally talked and revealed the truth of this world to Thorgrim von Baeyer, who promptly saw his mistake
and gave back the anomalous item to the Foundation, but he also promised something more, money and his connections in turn for Directing his own Site with a high-security risk, he chose this outrageous demand knowing he'd be able to settle for something of lower value, but would force whoever leads the Foundation into either rejecting him or giving him an administrative position within an unimportant Site to still benefit from his assets.
Site Director Thorgrim spent the next 5 years steadily improving his Site's standing, even being assigned some rather dangerous SCP's instead of exclusively Safe-Class ones.
On the 5th anniversary of him taking his position, the Council decided to inspect said Site.
The inspection went over several factors, Thorgrim's Site exceeded in every but one, security.
The fact that security of his Site was lacking, is later re-inforced by a raid of the Chaos Insurgency, in a fierce battle which will drag out for
several days, half the Site got murdered, one fourth got kidnapped and the rest were able to flee.
However, in this rescue attempt, there was one major figure missing: O5-4 "The Martyr".
The Council Member was murdered alongside his escort of Alpha-1 by the local Commander of the C.I Cell.
Site Director Thorgrim knew this was his chance. He took up command of the rescue and designated himself to visit the Command-Site to explain the current situation.
Arriving at Site-001, he was greeted by an entourage of A-1 and was escorted into a giant conference room, in them were 13 seats and 12 individuals filled those seats.
He made a wry smile at the empty seat and continued on with his report, putting a big emphasis on his own achievements rather than his failures,
noting on the end of his report that there was now an empty seat within this room, and that he knew who would be able to fill it.
The Council was rather unphased by his proposal, knowing what kind of person he was even before entering this room.
The unreadable opinions of each overseer soon became unanimous approval of Thorgrim, as they went over how he would benefit the Foundation and the council, finally deciding to let him take the place of O5-4, never announcing the former O5-4 as deceased and, by that,
securing the Foundation's integrity.
